Programme Update
 

The report from our scoping exercise has taken longer to whip into shape than was planned but we hope to have this out to you in the next couple of weeks.

We have already used the information to create a high level work plan that lists everything you thought needed prioritised. Some of this will be delivered by us but the specialist requests are more likely to be taken forward by other national programmes with specific expertise. We are currently bottoming this out and will keep you up-to-date with progress. 

Given the evolving nature of the landscape, the high level work plan is also only a starter for ten, so have a look and let us know if you think something else needs added.

 

Third Sector Learning Set

There are still a few spaces available for our Third Sector Learning Set at Stirling Court Hotel (previously known as Stirling Management Centre) on Thursday 13th October from 9.30am - 4pm. The event will give participants the opportunity to learn more about strategic commissioning; the emerging locality arrangements; and how the sector is being supported to engage in shaping integration across Scotland and will feature presentations from some of the Integration Authorities at the cutting edge of developments.

Consultations & Redesign Activities in Partnerships
 

Argyll and Bute - The Partnership and local Third Sector Interface are hosting a series of workshops to engage the public, third and independent sectors in how we can work collaboratively to achieve health & wellbeing outcomes. More information and booking details can be found here.

 

Glasgow City - NHS GGC are currently consulting on their proposal to reshape the delivery of rehabilitation services in North East Glasgow. Consultation is ongoing runs until the beginning of December 2016. More information can be found here.

 

News
 

Review of NHS targets and Indicators, and National Outcome Indicators

Sir Harry Burns has been appointed to chair the review of NHS targets and indicators, which includes a review of the national indicators that underpin the national health and wellbeing outcomes. The review is due to produce a report by the end of the financial year. He is keen for the work of the review group to be a collective effort and plans to create mechanisms that enable people to contribute to the thinking. We don't have any details about exactly how this will be achieved yet but will keep you posted.

 

Strategic Commissioning Support Programme

Diana Hekerem took up post as the Head of Strategic Commissioning Support for the Improvement Hub at the beginning of September. Now that she is in post work on fleshing out the detail of the strategic commissioning support programme can start in earnest.  Diana joins the Improvement Hub from a senior management post with Marie Curie and hence has significant knowledge about the sector but we have shared the high level findings from our scoping exercise with her to help inform her thinking. 

 

Consultations and Surveys
 

Mental Health

The Scottish Government is consulting on the implementation of certain sections of the Mental Health Act (Scotland) 2015 and its associated regulations open until 17th October.

 

NHS

NHS Lanarkshire is consulting on its new healthcare strategy, 'Achieving Excellence' - open until 1st November.

The Scottish Government has launched a consultation exercise to help shape the future of oral health care and NHS dental services - open until 8th December.

 

Children and Young People

The Scottish Government is consulting on its plan to introduce a Child Poverty Bill. The Bill, to be introduced next year subject to the outcome of the consultation, will build on existing work and form part of the overall approach to tackling poverty and inequality in Scotland - open until 30th September.

 

Social Security / Welfare Reform 

The Scottish Government is consulting on social security in Scotland (summarised version). The consultation, which is seeking views on the benefits being devolved, is open until 28th October and is on of a suite of mechanisms being used to involve all of us in determining how best to use its new social security powers.

 

Scottish Health Survey

The Scottish Government is seeking views on the future content of the Scottish Health Survey (SHeS). The series has been carried out annually since 2008 and provides regular information on aspects of the public's health and factors related to health which cannot be obtained from other sources - open until 17th October.

 

Useful Resources
 

  • Some interesting information was presented at the ISD data conference last week - the slides, which include Sir Harry Burns' presentation about the review of national targets and indicators and an interesting session on data sharing can be found here.
  • Aberdeen Council for Voluntary Organisations (ACVO) delivered a highly successful social transport project in Aberdeen City using investment from the Aberdeen City Reshaping Care for Older People (RCOP) Partnership. They have just published a social impact report that highlights its impact and potential to deliver wider impact across health and social care. The full report, an executive summary and an information leaflet can be found on the ACVO website.
  • The Future of Primary Care in Scotland: a View from the Professions outlines 21 shared principles to underpin the future for people in Scottish Communities who need the support and expertise of generalist clinical staff.
  • Scottish Government have published the Scottish Health Survey 2015 (SHeS), which provides a detailed picture of the health of the Scottish population in private households.
  • The Scottish Health Council have recently updated their Participation Toolkit. The toolkit has been compiled to support the NHS to involve patients, carers and members of the public in their own care and in the design and delivery of local services. 

Events
 

  • Health Inequality Seminar Series - Community Empowerment - 28th September, 12.30pm - 2.30pm, Edinburgh. This seminar will give an overview of the Community Empowerment Approach including: How the Community Empowerment Act was developed and how the spirit of community empowerment has been developed in Midlothian. 
  • Third Sector Health and Social Care Support Team - Learning Set - 13th October, 9.30am - 4pm, Stirling. This event will provide bite-sized training sessions on some of the key topic areas identified during the Team's scoping exercise.
  • Strengthening the Links - 26th October, 9.30am-3.30pm, Edinburgh. This event is aimed at those who have an interest in workforce issues related to health and social care integration, including HR/OD, and workforce leads across health and social care, including the third and independent sectors.
