Programme Update

Unfortunately, there was an error on page 4/5 of the scoping report we published a couple of weeks ago. The original version reads as if an independent sector advocate serves on the Clackmannanshire and Stirling Partnership Integration Joint Board, which is not the case. We have updated the content with help from the Partnership and have published an updated version of the Scoping Report that accurately reflects the local circumstances. Apologies to all, especially the Clackmannanshire and Stirling Partnership!

 

We plan to close the survey that is collecting feedback about our October Learning Set next Wednesday (9th Nov) so there is still time to let us know what you thought. Once this is closed we will finalise the event report but you may want to check out our storify and have a look at the slideshow of the presentations in the interim.

 

Consultations & Redesign Activities in Partnerships
 

Clackmannanshire & Stirling

The Partnership are currently consulting with stakeholders to create the first Market Position Statement for Adult services in Clackmannanshire and Stirling through two events on 1 and 9 November.  These will inform a draft Market Position Statement which will be further consulted on with the public during February and March 2017. Dundee

The Partnership are running a series of drop in sessions during November 2016 to double check that A Caring Dundee - A Strategic Plan for Supporting Carers in Dundee 2016-2020 captures everything that is important to carers. More information

 

Edinburgh

The LOOPs (Local Opportunities for Older People) Network meetings are on 7, 9 and 21 November 2016. EVOC will be looking at how third sector organisations can have a say in what goes on in their local communities. More information.

 

Fife

Michael Kellet, the new Director of Fife Health and Social Care Partnership, will be attending Fife TSI's health and social care forum on Thursday 10 November (9:30am-11:30am) at Craig Mitchell House, Flemington Road, Glenrothes KY7 5QF. There will be discussion about how the third sector can get more involved in the planning process, help local engagement to support future locality planning, support Strategic Commissioning, and influence the shift in spending to preventation and early intervention. Glasgow City

The Partnership are sharing their IJB papers, locality plans and other relevant information on their twitter feed.

 

Inverclyde

The Partnership are consulting on the Inverclyde Carer & Young Carers Strategy 2016-2022. This consultation will inform the final version of the strategy, which will be launched in early 2017. Consultation closes 14 Nov 2016. More information

 

Scottish Borders

The Partnership is piloting Community Led Support as a means of changing the way that social work is provided across the Borders. As part of the process they are hosting a series of Health and Wellbeing Community Engagement Events through November. More information

 

Other Activity in Areas

Argyll & Bute - the Partnership have held a series of 4 engagement events, which engaged the NHS, Local Authority, third and independent sectors, and the public, and are finalising reports which will be fed into Locality Planning Groups to progress some of the ideas generated around reducing avoidable emergency admissions, delayed discharges, supporting unpaid carers, and supporting people to live fulfilling lives at home or in a homely setting. 

The Partnership are also in the process of moving mental health services from the Argyll & Bute Hospital to the Mid Argyll Community Hospital as an interim measure whilst a new mental health inpatient unit is created.

Dumfries and Galloway - all of the Locality Plans for 2016-19 have now been agreed by the Integration Joint Board (IJB). Full versions and easy read versions are available via the locality pages on the Partnership website.

Moray - Health and Social Care Moray have decided to bring the Jubilee Cottages in Elgin’s Victoria Crescent back into use as interim care facilities to provide a transitional option for patients ready to leave hospital but who need extra support before returning home. Success of the pilot project could see similar high intensity units created in Moray, not only for older people but other patient groups.

Orkney - Voluntary Action Orkney are leading a consultation process on behalf of the partners in health and social care and community planning in Orkney. The starting point for the consultation is an online survey - Your Island, Your Choice, which provides an opportunity for the people of Orkney to shape improvement priorities within the different island communities. The outcome of the survey will be further discussed with local communities who will simultaneously have the opportunity to access pilot funding through the Community Choices fund to move their ideas forward.

 

Integration Update

 

We have taken on board your comments about making the Integration Arrangements Spreadsheet more usable and adding additional detail.

We are in the process of populating some new datasets and breaking down the content of the original spreadsheet into 5 thematic areas. We have only finished fully populating the first of these, which is included below alongside the most up-to-date version of the existing layout.

2 - HSCP delegated functions and links to useful documents 

Links to core documents (such as the integration scheme & strategic plan), list of delegated functions (organised in thematic areas), links to other useful documents (including those that support strategic commissioning, performance reporting and some key overarching strategies). 

3 - Strategic Planning Group Information 

General information about how Strategic planning is organised, a link to the minutes and papers (where these are publicly available), the membership of the Group(s), and how to make contact with the third sector advocates. 

4 - IJB / Joint Monitoring Committee Information 

General information (including the dates of meetings, links to the most recent minutes and papers),  information about the third sector advocate, the membership of the Board, and information about any sub-committees.

5 - Information about localities

General information about how localities and locality planning is organised, a link to the minutes and papers (where these are publicly available), the membership of the Group(s), and how to make contact with the third sector advocates.

Integration News

 

Collaborative Leadership in Practice

This new leadership programme is aimed at the teams who are leading integration at locality or Partnership level (and hence includes third sector leaders). It offers bespoke support to teams of 2-8 people over an 8 month period and should enable them to more effectively shape, develop and deliver integrated care collaboratively.  

 

Audit Scotland Roundtable on Integration

The Third Sector Health and Social Care Collaborative recently had a roundtable discussion with Audit Scotland. The purpose of the discussion was to add a third sector perspective into their evolving thinking on the potential focus for their planned 2017 audit of health and social care integration. Voluntary Health Scotland organised the event on behalf of the ‘Collaborative’ and have pulled together an excellent summary of the discussion. 

 

Living Well in Communities

The Living Well in Communities programme recently issued a programme update focused on their anticipatory care planning work. It includes: links to videos that outline what anticipatory care planning is, and information about the work they are undertaking in different areas.

Future of Primary Care

The Scottish Goverment and British Medical Association have signed a joint agreement on the future direction of GP services. More information.

 

New Audit Scotland Report - NHS in Scotland 2016

Audit Scotland have published their annual report that considers the performance and financial health of the NHS in Scotland. The ALLIANCE have produced a useful briefing that summarises the key findings and recommendations in the report. 

Information about this report has also been added to the Transforming Health and Social Care in Scotland section of the Audit Scotland site.

 

Living Wage Implementation - stakeholder event on sleepovers

On 25th October, Geoff Huggins, Director of Health and Social Care Integration, Scottish Government, told the Scottish Parliament's Health and Sport Committee that the government will host a stakeholder event towards the end this year (late November / early December) to consider the issue in relation to sleepovers that were raised by the negotiations in relation to implementing the Scottish Government initiative to pay all social care workers the living wage.

In related news, Self-Directed Support has recently moved into Geoff Huggins portfolio. 

 

Consultations and Surveys
 

Scottish Government

The Scottish Government commissioned an expert group to develop the new National Health and Social Care Standards and now want to know if they are fit for purpose; capable of supporting improvement in care and support services; and, will ultimately achieve better personal outcomes for all. Open until 22nd January 2017. Healthcare Improvement Scotland and the Care Inspectorate are augmenting this online consultation by hosting a series of roadshows across Scotland in November and early December. More information

Scotland's Oral Health Plan - A Scottish Government Consultation Exercise on the future of Oral Health Services - This consultation exercise will help to shape the oral health care and NHS dental services - open until 8th December.

 

NHS

NHS GGC are currently consulting on their proposal to reshape the delivery of rehabilitation services in North East GlasgowChanges to Birthing Services in the Vale of Leven Community Maternity UnitReview of Paediatric Inpatient Services at Royal Alexandra Hospital, (all until 5/6 December), and a Review of Paediatric Inpatient Services at Royal Alexandra Hospital (until February 2017)

 

Local Authorities

East Lothian - the Council are consulting on their draft air quality action plan, closes 16 December 2016.  More information

Edinburgh - the Council are asking the Sector to help them consider some of their core services, identify areas for improvement and engage in the redesign process. If you are interested you can attend a meeting on 17th November or complete a survey. More information 

They are also consulting on their procurement strategy open until 11th November. 

Finally, they are consulting citizens on their 2050 vision for the city. EVOC think that the voice of the third sector is vital in helping shape this vision, and would urge people working in the third sector to have their say. More information

 

Other

IRISS are looking to capture and showcase inspirational examples of how organisations are supporting the translation of evidence into action. Closing date for submissions 11th November.  

The Scottish Co-production Network want to capture your vision for Co-production in Scotland. This initiative is part of Coproduction Week Scotland which runs from 14th - 20th November.

  • Defining Your Offer, 8 November, Glasgow and 6 December, Dundee. These free workshops, being delivered through the Providers & Personalisation programme, will support participants to think through how they market their support without losing their values using ‘relational marketing’.  

  • Commissioning in Context, 9 November, Stirling, 21 November, Glasgow, and 29 November, Edinburgh. An outline of the new approaches to integration, commissioning and procurement as well as space to discuss wider issues of sustainability for third sector organisations.

  • Leadership Exchange Event, 11 November, Edinburgh. This free event gives you more information about the Leadership Exchange Programme and includes an opportunity to network with other leaders interested in an exchange. There is no obligation to sign up for an exchange if you attend. If you ae interested in an exchange but are unable to attend the session you can still join the programme by completing an online form.

  • Co-production Week Scotland, 14 – 20 November, physical and virtual events across Scotland. This is an opportunity to embrace your enthusiasm for the co-production approach and is a chance to highlight and promote the approach, celebrate the good work being done at local and national level and help create a shared vision for co-production in Scotland.

  • 100 stories – A Co-production Movement, 17 November, Edinburgh. Event for anyone interested in co-production and increasing the pace of change. An opportunity to creatively explore how to move the agenda forward; co-produce the action plan; and be part of making it happen.

  • Scottish Care’s Annual Care Home Conference, Exhibition and Awards, 18 November. National conference to focus on care home provision for older people, for all providers and partners. Their newest report, Voices from the Frontline of Nursing in Social Care, will be launched at it as well.

  • The Power of Partnership: Transforming the delivery of health and care information, 18th November, Glasgow. Launch of the redesigned NHS Inform website and discussion on this and related issues. 

  • CCPS Conference 2016, 24-25 November, Dunblane: This two day conference offers participants a wide range of workshops and keynote presentations and is a "must not miss" for anyone with an interest in social care. 
  • A Watershed for Social work in Scotland?, 30 November, Glasgow. This free ALLIANCE and Audit Scotland event is an opportunity to hear about the Social Work in Scotland report from the auditors themselves, followed by an overview of the challenges and solutions, with group discussions, alongside event partners IRISS, Scottish Care, Coalition of Care and Support Providers (CCPS), the Third Sector Health and Social Care Support Team and the Scottish Social Services Council (SSSC).
  • The Dundee Way, 30th November, Dundee. This event is a celebration of the changes brought about by projects funded by the reshaping care fund and integrated care fund. Bookings open until 7th November. Email Brenda Gardyne to reserve a place.
