Programme Update
 

Merry Christmas!

On behalf of the Third Sector Health & Social Care Support Team, and the wider ALLIANCE team, we would like to wish you all a very merry Christmas and a happy new year.

Please note, the ALLIANCE offices will be closed over the festive break, from Friday 23rd December until Wednesday 4th January.

 

Integration Forum - Strategic Commissioning

Wednesday 25th January, 10.30am - 1.30pm, The Quaker Meeting House, 7 Victoria Terrace, Edinburgh, EH1 2JL.

We discussed strategic commissioning in some detail at our Learning Set in October 2016; and now we want to hear from you. What progress, if any, have you seen in strategic commissioning? What have your experiences been, and what do you hope to see in the future?

The forum is open to anyone with an interest in health and social care integration, and will run from 10.30am - 1.30pm, with lunch served at 12.30pm. Places are free but limited, so please do book your space for the Integration Forum and let us know of any accessibility or dietary requirements in advance.
 

Consultations and Redesign Activities in Partnerships
 

Clackmannanshire and Stirling

The Partnership has been consulting with stakeholders to create the first Market Position Statement for Adult services in Clackmannanshire and Stirling, and held two consultation events on 1st and 9th November. These events will inform a draft Market Position Statement which will be further consulted on with the public in February and March 2017. Midlothian - Midlothian Health & Social Care Partnership are holding a series of integration conversation sessions lead by Eibhlin McHugh in early 2017. These are open to all staff working within the Midlothian partnership - including colleagues in the voluntary and independent sector. The sessions run on the following dates:

  • Mon 9th Jan - 10.30am - 12 noon - Dalkeith Arts Centre
  • Wed 11th Jan - 12.30pm - 2pm - Dalkeith Arts Centre
  • Friday 3rd Feb - 10.30am - 12 noon  - Dalkeith Arts Centre
  • Tues 14th Feb - 12 noon - 1.30pm - Gorebridge Community Centre

Dundee - The Dundee Housing Options and Homelessness Strategic Partnership is seeking your views on Not Just A Roof - A Housing Options and Homelessness Strategic Plan 2016 -2021. Complete the survey by 30th January 2017.

 

Other Activity in Areas

Dumfries and Galloway - All of the Locality Plans for 2016-19 have now been agreed by the Integration Joint Board (IJB). Full versions and easy read versions are available via the locality pages on the Partnership website.

Dundee - Dundee Voluntary Action held their AGM on 23rd November 2016. As well as the annual report, a video scrapbook was produced which highlighted the work of various projects. View the DVA video here.

Orkney - Voluntary Action Orkney are leading a consultation process via an online survey - Your Island, Your Choice - which provides an opportunity for the people of Orkney to shape improvement priorities within the different island communities. The outcome of the survey will be further discussed with local communities who will simultaneously have the opportunity to access pilot funding through the Community Choices fund to move their ideas forward.

Scottish Goverment publish Health and Social Care Delivery Plan

The Scottish Government have published a national delivery plan aimed at increasing the rate of improvement and change within Scotland's health and social care system. The ALLIANCE has produced a briefing on the Health and Social Care Delivery Plan.

Scottish Government publish Draft 2017/18 Budget

The Scottish Government have published their draft 2017/18 budget, which includes an additional £107 million towards social services through the integration of health and social care.
 
The full list of health and social care related announcements in the draft budget can be found on the ALLIANCE website. The Scottish Parliament's Information Centre produced a research briefing on the draft budget, which noted the money for health and social care integration is counted within both the Local Government budget and the Health budget. The Fraser of Allander Institute called this  'double counting' - with an element of justification, as much of the money is designated towards fulfilling the Living Wage commitment but should therefore be removed from the Health budget total.
 
Shona Robison, Cabinet Secretary for Health and Sport, and Christine McLaughlin, Director for Health Finance at Scottish Government, were questioned about the 'double counting' during the Health and Sport Committee's inquiry about the draft budget.
 
Andrew Strong, Assistant Director of Policy and Communications, has written a viewpoint about the Health and Social Care Delivery Plan and the budget, and what more is required to turn plans into actions that improves outcomes.
 

Scottish Goverment publish TSI Review

The Scottish Government have published the commissioned Evaluation of Scotland's Third Sector Interface Network Model and Voluntary Action Scotland. The primary recommendation is that the core purpose of the Third Sector Interfaces in future should be on becoming a strategic vehicle for Third Sector involvement in Community Planning and integration.
 
Audit Scotland Report - NHS in Scotland 2016
 
Audit Scotland's annual review of the NHS found that a combination of rising costs, workforce pressures and unprecedented saving targets mean that boards are finding it difficult to balance demand for hospital care with investing in community-based care to meet future need.
 
Health and Sport Committee published 2017 Work Programme
 
The Scotttish Parliament's Health and Sport Committee has published its work plan for next year, highlighting the main topics that it will be gathering evidence on in 2017. These include Prevention, Integration Authorities' Budgets, Approach to NHS Governance, Technology and Modernisation in the NHS, and Sport for Everyone.

New Social Enterprise Strategy Launched

Scotland’s new Social Enterprise Strategy, which was co-produced between the Social Enterprise Community and Scottish Government, has been launched. Senscot, along with Social Firms Scotland, was involved in initiating a sector-led Steering Group back in the autumn of 2014 - from which the Social Enterprise Vision document emerged.

The strategy itself will be followed by a series of three-year Action Plans to implement it over the coming decade. A key thread that runs through the document is the acknowledgement that, wherever possible, services will be delivered locally and responsive to the needs of local communities. Senscot hopes to work with social enterprise networks, their members and other partners to ensure that this remains a priority.

 

A Fairer Scotland for Disabled People - Scottish Government publish Delivery Plan for UN Convention on the Rights of Persons with Disabilities 

The Scottish Government has published its delivery plan for the UN Convention on the Rights of Persons with Disabilities, including a series of ambitions for the future. It sets out 5 ambitions and 93 actions for the future.

 

Scottish Government's New Mental Health Strategy

The new 10 year strategy will be published in January 2017.

Scottish Government

The National Health and Social Care Standards are now open to consultation to assess if they are capable of supporting improvement in care and support services and will achieve better personal outcomes for all until 22 Jan 2017

The ALLIANCE response to National Health and Social Care Standards consultation - seeking views

The ALLIANCE has produced a draft response to the consultation on the new standards. They are seeking members’ views via SurveyMonkey and also via email (andrew.strong@alliance-scotland.org.uk) on the draft response.
